The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are issued from various governments. Significant resources is expended on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a capacity afforded by current data. From vantage locations, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: possibly the hostile projectile won't hit its mark this time, preventing destruction from devastation and another blackout.

Persistent Threats

Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to surrender the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its advantage.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
